Re-Examination Course (FAILED PERMIT EXAM 3 TIMES AT DMV)
If you fail the knowledge exam three times, you will not be able to take it a fourth time until you
complete and pass the classroom component of driver education.
Customers age 19 and older may complete a course based on the Virginia Driver’s Manual.
19 AND OLDER:
According to Virginia State Law, DMV candidates 19 years or older who fail the knowledge test
three (3) times may take the exam again after successfully completing a new "Driver's Manual
Course". The “Driver’s Manual Course” is an eight (8) hour classroom course are based on the
Virginia Driver's Manual and the course is an alternative to the current 36-hour driver education
The completion date of the driver’s manual course must be after the date that you failed the
knowledge exam the third time.
When you successfully complete the course, you will receive a certificate of completion which
will allow you to take the knowledge exam again.

If you fail the road skills test at DMV three times, you will not be able to take it a fourth time until you
complete and pass the in-vehicle part of driver education at a driver training school approved by
DMV or the Department of Education.
The completion date for the in-vehicle part must be after the date you failed the road skills test
the third time.
Candidates must complete a 7 hour behind the wheel program – driving only.
Once you successfully complete the in-vehicle part you will receive a certificate of completion,
which will allow you to take the road skills test again at the DMV.
